| Montevideo presents the need to organize its growth for the future to avoid the disjointed incrementalist approach which undermines the efficiency of infrastructures and the capacity of the administration to address the needs and requirements of the population.
Montevideo has several assets that need to be used as the basic elements for the development of a metropolitan structure. Those are the linear structure determined by the coastline and the existence of a rail system that can be upgraded to service the mass public transport required in the metropolis. A set of projects derived from these basic elements and the metropolitan structure that produces mutually reinforcing synergies can be implemented for the benefit of all. |
