| Peruvian coast has a very specific climate. Wet clouds from the Pacific Ocean flow over the coast but they do not pour out. They only discharge when confronted with the high cold peaks of the Andes. Large rivers then flow from the Andes into the Pacific. Result? The climate is dry and dusty. It never rains. But large river provides for a lot of water.
Which should have been the policy of water management? An intelligent irrigation system that would have made the best for agricultural production of the otherwise dry rainless desertic lands. This policy has never been implemented. maybe this is the time to do so when the agro-food production can be flown or shipped to the countries able to pay for it. Chiclayo can be the model to be replicated along the South American coast from Ecuador to Chile. The directrix of the Pacific coast and the generatrix of the perpendicular river courses produced a reticular pattern that has to be managed as such. The metropolitan organization of Chiclayo-Lambayeque, quite simple, has to be integrated within a pattern of territorial management that addresses the larger issues of Peru development. |

| Lime is the city where it never rains. On the Pacific seacoast, the back to the Andes, clouds go over but only unload in the mountain ridge. The strategic location of Lima is due to the outstanding port of Callao from where Peru was linked to the Spanish Empire.
Lima has thus a linear structure along the coast. Very simple to serve by a commuter train. No one has yet seriously proposed to build it. It might be about time. On the other hand, Lima has taken an incredible amount of time to build a metro line that does not even understand the structure of the metropolis. With a social equity concern serves rightly informal areas, but does not help to position Lima in an international metropolitan context. Lima needs a metropolitan vision still lacking. |
